Officials in Lebanon County have sent a strongly-worded letter to Pennsylvania Governor Tom Wolf protesting the withholding of federal CARES Act funding. Governor Wolf confirmed on July 16 that the county will not receive $13 million in aid after voting to move out of the most restrictive red phase in April, into yellow, against the state government's orders.

Although several counties threatened to vote themselves into the yellow phase, only Lebanon followed through with it.
