Berks County, Reading and three neighboring municipalities have formed a coalition to protect and preserve assets on the Mt. Penn mountaintop that overlooks the city. They include the Pagoda, the fire tower and other areas tarnished by loiterers and partiers. PBS39’s Brittany Sweeney has the story.
